OECP (Economic Observatory of Public Procurement) plenary and practical guides

July 4, 2019 – Agnès Pannier-Runacher, Secretary of State to the Minister of the Economy and Finance, insisted on her determination to go beyond “buying well” to introduce a more strategic dimension.

The Secretary of State highlighted a number of the highlights of the Government’s and the administration’s action:

  • Publication of a practical guide to facilitating access to public procurement for very small businesses,
  • Publication of the Practical Guide to Innovative Public Purchasing, with the aim of increasing the proportion of innovative purchases in public procurement to 2%, in particular by drawing on the measures voted in the PACTE law,
  • Increase in the volume of public procurement, driven by orders from major operators,
  • Increase in the share of SMEs in public procurement,
  • Increase environmental and social clauses, with the aim of raising them from 15% to 25%, thus limiting unfair competition while meeting the growing aspirations of the French people.
