Legislation – The Green Industry Law is published
Meeting in a joint committee on October 9, senators and deputies reached an agreement on the green industry bill.
Finally adopted on October 10 by the National Assembly and on October 11 by the Senate, the Law was published this Tuesday, October 24, 2023 in the Official Journal. A new step for this bill, which aims to make France the leader in green industry in Europe. Presentation.
2.5 million: this is the number of industrial jobs that have been destroyed over the past fifty last years. Another figure from this observation of deindustrialization of France: the share of industry in national wealth has been halved, going from 22% to 11% of GDP.
Second observation, French industry represents 18% of annual national greenhouse gas emissions: in a context of climate emergency, the sector must be supported in reducing its overall climate impact.
Finally, third observation: the low-carbon industry represents a sovereignty issue, facing nations that compete and commit through investments and dedicated strategies. At the end of 2021, China presented a five-year plan to stimulate the green development of industrial sectors. More recently, the United States presented a law on reducing inflation: the Inflation Reduction Act</ a>, providing for massive financial support for a green industrial policy.
One ambition: to make France the leader in green industry in Europe
Faced with these challenges, this bill on green industry is a new stage in the reindustrialization of the country.
It aims to meettwo objectives: to make France the leader in green technologies necessary for decarbonization, and to green existing industries.
The green industry bill: 15 measures structured around four priorities
Encourage the savings of young French people, facilitate the establishment of businesses by improving establishment times, or even create a label to promote virtuous businesses… The measures are articulated around four levers: facilitate, finance, encourage, and train.
Facilitate and accelerate the establishment of industrial sites in France
- Offer 50 “France 2030” sites and clean up industrial wastelands
- Accelerate the dynamic of reindustrialization in the territories
- Divide industrial implementation times in half
- Create a simplified exceptional procedure for projects of major national interest
- Promote the recycling of industrial waste
Financing green industry by mobilizing public and private funds
- Support green technologies thanks to the “green industry investments” tax credit
- Support the decarbonization of existing industries
- Mobilize private savings to finance green industry
Promote virtuous businesses in all State interventions
- Identifying the most virtuous companies: the Triple E
- A public order that further promotes environmentally virtuous products
- Condition public aid to businesses to a virtuous trajectory
- Condition the ecological bonus to the environmental footprint of electric vehicles
- Greening the state budget
Training for careers in the green industry
- Train more engineers and technicians in France
- Putting industry back at the heart of training and strengthening its attractiveness
